Report a Concern

The East County Revolution FC Protests, Appeals, and Discipline (“PAD”) committee manages all issues related to violations of the Revolution FC Code of Conduct, Players Code of Conduct, and Parents Code of Conduct. 

To report a violation to the Revolution FC Board of Directors, please fill out the incident report form located at the bottom of this page. Incident reports are to be filed by Parent members (child is currently enrolled in a Competitive, Recreational, Academy program), Adult League members, coaches, or referees.

Procedure for Filing and Appealing a PAD Report to the Revolution FC Board



1. Prior to submitting a report, the submitter is asked to contact the team’s coach. If the team’s coach is unable to resolve the issue, then contact the Director of Coaching at doc@revolutionfc.org. The PAD Incident Report process is to be utilized if the team’s coach or Director of Coaching doesn’t resolve the issue.
2. Upon issuing a report, all four members of the PAD Committee are notified. An email notification will be sent to the submitter based on the email provided. 
3. The Club and individual against whom a report has been filed will then have 72 hours to respond in writing to the allegations.
4. The PAD Committee will then make a decision regarding the report, pending any additional investigation and inquiry the PAD Committee determines necessary or desirable.
5. The report submitter whom the PAD Committee ruled will have the ability, for 5 days after the PAD Committee publishes its ruling to appeal the ruling.
6. All appeals must be made in writing to the PAD Committee via the PAD@revolutionfc.org email. To be valid, an appeal must be accompanied must include the specific grounds for making the appeal and must specifically refer to the Revolution FC bylaw, rule, policy or procedure that was inappropriately applied by the PAD Committee in making its decision. 
7. All appeals of PAD Committee decisions will be heard by the full Board of Directors (“BOD”).
8. The BOD will review the decision of the PAD Committee.
9. The BOD will determine if the PAD Committee misapplied the Rules, Codes, Bylaws or other documents governing Revolution FC and whether the decision of the PAD Committee is in accordance with Revolution FC policies, rules, guidelines and the good of the game.
10. The BOD can decide to uphold the decision of the PAD Committee, overturn the decision of the PAD Committee or return the protest to the PAD Committee for a rehearing based upon the submission of new evidence that was not available to the PAD Committee when the PAD Committee made its decision.
